SpeakTime displays and speaks the current time when launched, and every minute from then on, or whatever time interval you configure.

The format of the time formulation is fully customizable and two of the three timezones can be configured to whatever location you wish, the first one always reflects your current location.

Other configuration settings include a choice of voices and wether to pause other media while speaking or mix with it.
